Home Performance with Energy Star provides a whole house process for identifying home improvements for health, safety and comfort in homes by qualified contractors backed by independent, third-party quality assurance system. There has been a steady growth of home performance contracting since the program was launched in 2003 by the US Environmental Protection Agency and Dept. of Energy in partnership with the home improvement industry.
